Northern Virginia Football Officials Association serving the youth of Northern Virginia NVFOA − Serving the Community The Northern Virginia Football Officials Association, Inc. (NVFOA), is a non-profit organization established to assign its members as officials and promote the game of football at the recreation, middle school, and high school levels throughout the Washington Metropolitan area. Although our members receive a fee for their services, our main function is the training of football officials in the implementation of the mechanics and rules of the game as set forth by the governing bodies, including the National Federation of State High School Associations (NFHS). The NVFOA is a member of the Virginia High School League, headquartered in Charlottesville, Virginia, with reciprocity in Maryland, Washington DC, West Virginia, and North Carolina.
