Human Rights Watch condemns the use of cluster bombs by NATO in its bombing campaign against the Federal Republic of Yugoslavia. Because of the high or failure, rate of the submunitions contained inside cluster bombs, these submunitions in effect become antipersonnel landmines, unable to distinguish between combatants and innocent civilians and ready to detonate on contact.
