Over the last 10 years, the percentage of fourth graders in Illinois who are reading below proficient levels has fallen 4 percent, according to a new report from The Annie E. Casey Foundation. Despite this modest progress, the percentage of fourth graders who are not at proficient levels remains much too high — two in three fourth graders are still not proficient — and Illinois has one of the largest reading proficiency gaps between students in low- and high-income families.Â
