Fred Upton (MI-6th) showing a state-federal early learning proposal could lead to 4,300 fewer prisoners each year and save Michigan $200 million every year. Cong. Upton, who is chairman o f the House Energy and Commerce Committee said, “I’ve been a long-time advocate of good, quality preschool programming.” ”It’s impressive to see what this program could do in terms of changing lives for the better and saving money in the long term."
