The 1985 Constitution establishes a unicameral Congress and a one-term presidency. It also provides for a Human Rights Ombudsman. The 43,000 man army has considerable legal autonomy and dominates all security and intelligence matters. An estimated 430,000 man in Civil Defense Patrols (PAC) are controling rural areas. Military, PACs, and guerilla groups all committed serious human rights violations.
