was overthrown in 1969, the Revolutionary Command Council issued a Constitutional Proclamation on 11 Dec 1969. The Proclamation was supposed to be a temporary measure (see Article ), but a real constitution has not yet been published (1992). There is, however, as another important document, the Declaration on the Establishment of the Authority of the People from 2 March 1977.
