Description:The librarian at the time pulled me aside to ask in a conspiratorial whisper, "Do you know what kind of books she reads?" referring to the levy opponent. Among many other troubling things, the act dramatically lowers the standards for the FBI to obtain a court order to search library records. Agents no longer need meet the substantial legal standard of "probable cause" or do it in open court. The act gives the FBI the power to look at library records and computer hard drives to see what books patrons have checked out, what Web pages they've visited and where they've sent e-mails. Librarians face criminal charges if they reveal details of or the extent of their contact with federal officials or so much as reveal that they've turned over records on a library patron's activities, not even to the patron. Libraries are distributing handouts and posting signs that warn: The USA Patriot Act makes it illegal for libraries to tell you if computers are monitored. "The Patriot Act is not antiterrorism legislation; it's antispeech legislation ... a bloated hodgepodge of speech-chilling law that lurked in congressional corridors not only before Sept. 11 but in large part before the Bush administration," Schneider's column continued.
