The Illinois State Library: 1818-1870 The Illinois State Library: 1818-1870 Part 1: What's Past is Prologue In 1800, the U.S. Congress established a library in the Capitol in Washington to serve the references needs of federal legislators. In 1839, the "People of the State of Illinois, represented in the General Assembly," met in Vandalia and created a "law and miscellaneous library, for the use of the Legislature and Supreme Court of this State." During the time between these two acts, the Library of Congress was destroyed and rebuilt and Illinois was settled, became a state, had four different state houses and began a wide range of internal improvement projects. Even after Illinois obtained statehood in 1818, the official creation of the Illinois State Library had to await 20 years of attempts to identify and fill the new state government's reference needs.
