Welcome to Troop 23 Mount Prospect Welcome to Troop 23 Mount Prospect The Troop was originally chartered in the spring of 1931, when several Mount Prospect members of the American Legion Post 525 felt that Mount Prospect deserved its own Boy Scout Troop, according to Ralph Hauptley, one of 16 charter members of Troop 23 and its first Eagle Scout. So, a group of Legionnaires formed the Troop and John Babb served as its first Scoutmaster.
