Coast Guard Nontank Vessel (NTV) Regulations : On January 30th, 2014 the Coast Guard NTV oil pollution prevention regulations went into effect. requiring NTVs over 400 GTs engaged in U.S. trade to have submitted a Vessel Response Plan to the Coast Guard and have secured oil spill response and SMFF (Salvage and Marine Firefighting) capabilities. As the oil spill resources presently available in Alaska cannot meet the federal nontank vessel regulations’ oil spill response requirements the non-profit Alaska Maritime Prevention and Response Network (Network) submitted an Alternative Planning Criteria (APC) to the Coast Guard that was approved on December 20th, 2013. This APC presently provides the only option for nontank vessels operating in Western Alaska outside Prince William Sound and Cook Inlet to comply with these new federal pollution prevention regulations. More information on the APC, including procedures for enrolling in the Network to participate in the APC, may be obtained at www.ak-mprn.org.
